I have observed that unhealthy behavior and co-workers being unkind to each other seems to be the norm of the day. What I see is that no action is taken against these workers. It seems like the person who is affected whenever they complain they are deemed a troublemakers. I think help should be given to the worker or workers who come to work every day do not do their work and make life a living hell for the person who do their work and adhere to the code of conduct in any company.

Yes, this type of acceptable bahavior is in all work places, whether people want to see it or not. You are conditioned to be treated badly and not to go for help, knowing that nothing will be done in your aide. If anything the problem becomes worse when you do look for help. The best thing I have found to do is to let the person know that you cannot be intimidated and deal with them alone. They want a victim, so don't be one.
