My department director is a moron

I work for a department that is in some form of chaos every day. This stems completely because the department director is a moron. He does not listen (I had to tell him 4 times in one day that I cannot make a meeting as I will be on vacation), he does not follow through on projects and yells at you for not picking up his slack, he is culturally retarded (we cater to a certain ethnic demographic for our non profit agency), he does not know how to use basic ms office applications, he has no accountability with himself and other staff (imagine worse case scenario here) and he tries to break labor law. I have been just letting him fall on his own sword but now he has me on his hit list. He tried to write me up today for something I didn't do. I declined what he wrote, included a response and signed the bottom. Most of the staff outside my department think he is a complete idiot. I have been told in meetings that he stares off into space then asks a question that proves he was not paying attention. Any suggestions?
