Where to file a claim to against employer

I finally decision to file a claim to against my employer, I did called the labor board, but beside them, anywhere can go to? I did spoke with one of the lawyer before, but they asked me with the first question is"your company has money? can you afford not working for 1.5 years?" I think i called the wrong people then, my employer likes to scretch his private part and receiving race comment and sexual jokes and pictures from his friends and sent to the company email account, which is we all have to read it. He did went crazy before holding fountain pen to get ink all over my face and hair without stopping to yell and then pretend nothing happen, we all got scare in the office, we bought a pepper spray and having a piece of wood in case he goes crazy again that we can protect ourselves.
