Boss is always late

My boss is always late for appointments. Sometimes I don't even know where she is at the time of the appointments. Clients naturally get upset & call to inquire what time to expect him. I have tried talking to him, but he just makes one excuse or another. I am running out of stories as well as patience. Any ideas?
