    Boss and her "executive hours"

I work in a dept where my boss is appointed by a top state official and makes well over 100+ per yr(read: political connections). The problem I have is the fact this person rarely puts in her time at work. Granted this is a salary for her but it is not due to the fact her work is done. Let me give you an example, normal office hours for everyone else is 8:30-5pm.....she is known to walk in at 10:00am most days and leave at 2:45pm with a lunch hour taken. This does not happen everyday but if you were to average it out in a week you are looking at 2-3 times per week. I do not want to start trouble but I am apalled by her little "executive hours" while I make 1/8 of her salary and am a slave to a time clock while her and her staff can come and go as they please too. How can I rationalize it?
