HR dept. worthless, no checks and balances, ego's run the show

I would like to know who makes sure that HR is really doing their jobs? It appears to me that anything goes and the employment at will is an excuse to say and do whatever strokes the egos of these over-indulgent idiots. Apparently blatant lies are even acceptable in this arena - even though they are proven to be false. Does anyone know who/where cares out there? TKS.
