Boss is Possibly Bipolar, goes off about anything

My boss is nuts, she is on a power trip. She will do and say anything to make herself look better and us look like we can't do our job without her, when the truth is things run a lot smoother when she is gone. I would for a municipality and I am in fear for my job. I started out as part time and got promoted to full-time. I am still on a 6 month probationary period, so I can't switch departments and I am afraid if I complain they will just get rid of me. I have been documenting what she does, but I don't know who to give it to. HR and her boss seem to know about the problem but no one seems to care. All of us are emotionall exhausted. She makes everything so complicated and more difficult and stressful. We know that she is on medication for depression and a few other things, but it doesn't seem to help the OCD. I just don't have any idea what to do. I love my job and the people I work with but she is just a bad boss.

Reply: Repeat of the same basic question: Sounds like my boss, except I don't have any good options to get out even after six months. I can't even talk about what my boss does, because: (1) it would fill a book, and (2) it makes me physically ill just to think about it. Some examples: He lies with such frequency that he really has no credibility at this point. He insists on being "in charge" of a project, but then makes himself totally unavailable for making any executive decisions on the project. The project dies because no-one has the authority to move forward on it. Later on, he blames subordinates for the failure of the project. Personally, he talks to me in a very degrading manner. If you bring a problem to him, his first response is to blame you for it. So, no-one brings problems to him. He has followed me around and predicted that all my projects will be failures. Later, when they succeed, he attributes the success to some sort of dumb luck rather than my skill and hard work. When I demonstrate great success with a project, he removes me from it. He is a foaming mountain of bitterness. In my case, I have no option except to take my issues directly to that boss himself. How do you deal with this kind of guy?
