Useless Department Director

As my subject line implies, my department director is useless. The only reason this idiot was even promoted was that no one else said yes. He does not have the appropriate college degree, has no management training, a horrible communicator and is not proactive at all. He either waits until the last minute (and gives no direction) or lets his staff know MONTHS later that a project was done incorrectly and expects us to go back and fix things. Due to a budget shortfall, my hours are cut in half and yet he still assigns me projects (not ones that are even remotely relevant to my job I might add) as if I am full time and still no direction. I keep telling him that my plate is too full and it's like it goes in one ear and out the other. Talking to him is a joke as he cannot articulate anything. He might as well speak Russian to me. I walk away from his meetings feeling bewildered and more confused. Asking for clarification in matters causes even more headaches. Any suggestions anyone?
