    Merits & Means of "No-Confidence Vote"

    QUESTION:

    What are the dangers and benefits of announcing to the "top brass" of an agency that the vast majority of the staff have no confidence in one of their bosses? How does one go about the process of organizing a No-Confidence vote without getting permanently black-listed?

    BACKGROUND

    Essentailly all the biologists with whom I work in a government agency have agreed for years that ONE of our (many) bosses in the organizational hierarchy is irreconcilable. Unfortunately, that boss is the primary decision-maker for our institutional section.

    Every employee get-together immediately degenerates into a series of commiserating testimonials - all focused on this ONE boss. To make matters worse, our agency is charged with conserving some of the most imperiled natural resources in our jurisdiction; meaning that inefficiencies and unwise decisions could result in the decline or permanent extinction of rare species populations.

    Despite loving the mission and purpose my job for over seven years, the decisions that I (and colleagues) have to endure forces me to leave. I am now searching for another job and have considered organizing a No-Confidence vote against this boss on behalf of my peers and the resource, just before I depart.

    Would this be advised? How would I do it?
