boss speaks to me in a demoralizing tone when she is stressed out

my boss presents her bad ideas in a way that no one can disagree with. she will follow her statements with "who can argue with that?" everyone on the unit disagrees with her strategies but doesn't bother arguing. the unit continues to run poorly. i've been there for 3 years and there have been no major changes. i have been promoted to a supervisory position under my boss and have attempted to suggest positive changes. she answers telephone calls, emails, and allows interruptions during my proposals and shakes her head yes, but doesn't really hear me. she uses demoralizing tones with me in front of staff members when her boss comes down on her. i want to quit. i know that i need to stand up for myself, but feel such anger when she uses this tone, that i remain quiet to avoid exposing my rage. she thinks that the staff members who also demoralize others are "strong". should i use this as a learning opportunity and get help asserting myself, or am i crazy to do so and just find a more supportive environment? i do not look forward to work at all, although i enjoy the actual work.
