Payday Policies

There is a written rule in my office that employees receive paychecks at the end of the workday. However, it seems lately that this policy only applies to myself (the office manager) and the dental assistants. The dental hygienists are often given their paychecks in the morning or on their lunch hours - and usually without having to ask. However, if any of the rest of us ask for paychecks on our lunch hours, he will rarely say no but usually will say "this is the last time". He has refused outright only once that I know of. I cannot seem to find any information online on the legality of this practice - can anyone here help?
