what contstitues a voluntary resignation to an existing employer - acceptance of an offer with another company or notification of resignation to the current employer? once an offer is signed with another company, is that a resignation from a legal standpoint?

To resign from your current position, you must submit a letter to your boss stating that you are resigning. It is also customary to give an effective date two weeks from the date you submit your letter.
Never, under any circumstances, should you submit a resignation letter prior to having a signed employment letter from your new job. You wouldn't want to resign, then not have a job to go to! I have seen companies withdraw offers when financial results come out. I have also had a verbal offer rescinded after the company had a poor quarter.
