    Delay on Pay every new contract year

    My problem is that I work for and Independent School District as a tutor and ever contract year I have a problem with incompetent people who lose, misplace, forget, or point fingers as to why I do not get paid until a month and half later after I start working. My question is does this fall under harrasement. I have to put in my time to go 30 miles out of my way to pick up a check that should have been paid days or months before. I have to fight with HR or Payroll to find out wheter or not each payperiod if I am going to get paid or not. You may call me a baby but this is the first job where i have had to worry about getting paid on time. It causes me stress about bills etc.. I fell they are harrassing me with the to bad attitude and not really caring to fix the problem.. It is so bad that the people at HR already know my name and transfer me on to a supervisor as soon as they know its me. What options do I have.
